Drone Registration, Licensing, and Training Certificates in Hong Kong

We care about every step of the learning journey for both students and teachers, and want everyone to have a clear understanding of the regulations and certification involved:

(1) Registration

  • Drones under 250g are considered "toy grade" and do not require registration.

  • Drones between 250g–7kg must be registered online with the Civil Aviation Department and pass a short online test. No license is required.

  • If your school needs support with registration, we offer full guidance and assistance throughout the process.

(2) License

  • Only drones exceeding 7kg or used for high-risk commercial operations require a license from the Civil Aviation Department.

  • Before providing any licensing advice or course information, we will confirm whether your school is purchasing or planning to use drones over 7kg.

  • For typical school activities and equipment, a license application is not required.

(3) Training Certificate

  • Beets provides an in-school training certificate for all students who complete the designated training hours. This can be used for school records and activity proof.

  • The certificate is not an official government license, but will benefit students when applying for competitions, extracurricular activities, and building their CV.
